Rep. Mario Díaz-Balart, Vice Chair of the House Appropriations Committee and Chairman of the National Security, Department of State, and Related Programs Subcommittee (NSRP), delivered opening remarks on Mar. 20 during a field hearing focused on accountability and reform at the United Nations headquarters in New York City.

The hearing addressed how directives from the fiscal year 2026 NSRP bill are being implemented to promote structural reforms and improve oversight within the UN system. The event included bipartisan participation and featured Michael Waltz, Representative of the United States to the United Nations. The full proceedings were livestreamed on the House Appropriations Committee’s YouTube channel.

In his prepared remarks, Díaz-Balart said, “Good morning Ambassador Waltz, Members of the Subcommittee, and others who have joined us today for this critically important field hearing on accountability and reform at the United Nations. We are convened at the United States Mission to the United Nations, overlooking New York City and the UN Headquarters— a fitting vantage point to note that oversight of American tax dollars is non-negotiable.” He outlined recent reductions in spending under his subcommittee’s purview by 22 percent over three years, including significant cuts to UN funding tied to new requirements for accountability.

Díaz-Balart also said, “As President Trump said, the United Nations has great potential. But the President also noted the UN has not come remotely close to living up to that potential.” He criticized aspects of UN operations such as its Human Rights Council membership and actions by organizations like WHO during COVID-19. He added that recent legislation strengthens oversight mechanisms by shifting key triggers away from self-reporting toward determinations by U.S. officials and bars funding for certain UN bodies.

Díaz-Balart has served in Congress representing Florida’s 26th District since 2003 after earlier roles in both chambers of Florida’s legislature according to congressional records. Born in Fort Lauderdale in 1961, he currently resides in Miami as reported by official biographical sources. He holds a Bachelor of Arts degree from the University of South Florida according to university alumni information.

Concluding his remarks at the hearing, Díaz-Balart said, “Ambassador, thank you for your continued service to our country and your willingness to host the Subcommittee here today. I look forward to hearing how you intend to use the leverage this Subcommittee provided as well as other efforts underway to press for accountability and reform and meaningful results at the United Nations.”
