President Biden has signed the Servicemember Quality of Life Improvement and National Defense Authorization Act (NDAA) of 2025 into law. This legislation includes the Destruction Initiative for Stored Precursors Overseas and Safe Enforcement (DISPOSE) Act, introduced by Representatives María Elvira Salazar (R-FL) and Joaquin Castro (D-TX).

The bill was passed by both Houses of Congress in December 2024 after receiving unanimous support from the House Foreign Affairs Committee in September.

“With my DISPOSE Act having been signed into law, our federal authorities will have the tools they need to crush the fentanyl crisis before it reaches Miami and the United States,” said Rep. Salazar. “The DISPOSE Act will save countless American lives and cut off a major source of income for the cartels trying to destroy our communities. Thank you to all my colleagues for supporting this critical initiative!”

The DISPOSE Act aims to combat drug trafficking through the Precursor Chemical Destruction Initiative, working with partner countries in the Western Hemisphere. The initiative focuses on increasing seizure rates, alleviating chemical backlogs, ensuring chemicals are not reintroduced into illicit networks, freeing storage space, and reducing environmental impacts.

This marks Congresswoman Salazar’s ninth bill signed into law. Her legislative work spans various issues such as economic growth, small business support, mental health services improvement, environmental protection, fiscal responsibility promotion, and foreign dictator sanctions.
